Safe Harbor for Child Victims
Human trafficking is a serious crime, and those who engage in human trafficking--especially those who exploit children--should be punished to the fullest extent. A new law took effect this month designed to protect children who face victimization at the hands of adults engaging in human trafficking.
The new law creates the presumption that a 16 or 17 year old charged with prostitution was coerced into committing the crime by another person in violation of laws against trafficking in persons, and it frees younger children from prosecution in all cases. It also increases the penalty for promoting the prostitution of a person under 18 years old by making it a class B felony, which carries a prison sentence of one to 20 years and imposes a minimum jail term.
The bill passed unanimously in the state Senate and nearly unanimously in the House of Representatives during the regular legislative session and was signed into law by Governor M. Jodi Rell on June 7
